Revitalising local assets

Sustainable children’s homes through regeneration

Introduction

Local authorities possess significant property portfolios that are often underutilised, while simultaneously facing escalating costs for children’s accommodation.

Inkfish Homes provides a unique opportunity to maximise existing assets, create sustainable solutions, and generate long-term value.

The challenge

The government’s ‘Keeping Children Safe, Helping Families Thrive’ white paper (November 2024) acknowledges the financial pressures on local authorities and the need for innovative solutions.

Inkfish Homes addresses this by offering strategies to reduce spending on expensive external placements and maximise the use of existing resources.

Our regeneration approach

Asset assessment

Thorough evaluations to identify suitable properties for conversion.

Design and conversion

Expert design and project management to ensure Ofsted compliance and high-quality living environments.

Regulatory compliance

Navigating planning permissions and assisting with the Ofsted registration process.

Financial modelling

Transparent financial models demonstrating the long-term benefits of repurposing assets.

The benefits

Financial Efficiency

  • Maximises value from existing assets, reducing reliance on expensive external placements.
  • Creates long-term cost savings through asset appreciation and efficient resource allocation.
  • Aligns with the government’s focus on “fixing the broken care market” as outlined in the 2024 white paper.

Strategic Control

  • Keeps provision within local authority control, enabling flexible use of properties based on changing needs.
  • Allows for separation of accommodation and care provision, providing greater commissioning flexibility.

Community Integration

  • Maintains children within their local communities, supporting the white paper’s aim that “wherever possible, children should remain with their families and be safely prevented from entering the care system.”
  • Creates homes that blend seamlessly into residential neighbourhoods, fostering a sense of belonging.

Sustainability

  • Reduces environmental impact through repurposing rather than new construction.
  • Creates long-term assets for local authorities, contributing to financial resilience.

Case study

Inkfish Homes developed a comprehensive regeneration proposal for a local authority partner, focusing on two existing sites. One project involves the conversion of a former day centre into a specialist care home.

The other project consists of repurposing an old decommissioned facility to create 30 new homes, including a purpose-built block of 14 apartments to provide accommodation for care leavers.

These initiatives demonstrate our ability to deliver diverse and impactful regeneration solutions.
